Clint Harper is a globally recognized expert in aviation policy, infrastructure and advanced air mobility (AAM), with 27 years of experience spanning airport operations, airport management, airspace planning, transportation planning, and public sector engagement. His career began as a flightline technician and evolved through roles in airfield operations, military technical instruction, and statewide aviation system planning, building a foundation rooted in safety, operational realism, and regulatory alignment.

Clint has supported a wide range of infrastructure and integration efforts at the federal, state, and municipal levels. He has contributed to airfield, heliport and vertiport planning initiatives across the U.S., developed educational and outreach materials for communities and non-aviation stakeholders, and helped shape state and city-level policies and permitting frameworks. His work is informed by a deep understanding of the interplay between physical infrastructure, digital systems, and the regulatory ecosystem that governs aviation operations.

Throughout his career, Clint has remained focused on building trust between emerging aviation technologies and the communities they serve. He has advised on projects involving droneport integration, airfield and heliport SOP development, and engagement strategies. His approach emphasizes platform-agnostic thinking, local government coordination, and readiness planning that supports safe, inclusive, and scalable operations.

In 2023, Clint was invited to testify before the U.S. House Aviation Subcommittee during the FAA Reauthorization hearings, offering perspectives on infrastructure, community engagement, and the critical role of education in shaping the future of flight. He remains active in national standards development through NFPA, ASTM, and industry working groups, and has spoken at more than 40 aviation, planning, and policy conferences.

Clint is known for bridging the gap between strategy and execution, helping cities, states, and industry leaders move from concept to deployment.
